Memo from the AASBD National Control Board effective immediately:
Due to a shortage in awning pulley kits, the compliance date for
the awning pulleys on Stock and Super Stock cars has been changed
to January 1, 2006.
Drivers may race in this year's local race without the awning pulley
set up. However, all cars coming to Akron as championship cars must
have the awning pulley installed prior to arrival in Akron

Stock Height Measurement
April 28, 2005 Effective immediately

NATIONAL CONTROL BOARD
Stock Height measurements:
The 12-9/16" height measurement will no longer be taken. In its place the shell
must be measured directly in front of the cockpit opening from the bottom edge
of the shell, up over the shell to the bottom edge on the other side. This
minimum measurement is 39-1/2". This measurement can be verified by using a
piece of cable with two cable clamps spaced 39-1/2" apart. This measurement can
be taken with the shell attached or detached from the car.
Upon arrival in Akron the AASBD officials will also use other means to verify
legality of the shells on all championship stock cars.
CLARIFICATION FROM NATIONAL CONTROL BOARD (05/03/05)
The measurement of 39-1/2" is done by measuring the bottom edge of the shell,
then up and over the shell to the bottom edge of the shell on the other side. If
the shell measures smaller than 39-1/2", then you need to raise the shell on the
floorboard. Then measure the bottom edge of the floorboard, over the shell and
to the bottom edge of the other side of the floorboard. This measurement must be
39-1/2".

T-nuts with carriage bolt

We have received several comments regarding some confusion on the use of T-nuts
with the carriage bolts for adjustable weights - S/SS floorboard. It is
permissible to use the T-nuts on the carriage bolts in stock and super-stock
floorboards.

Carriage Bolt Update

The National Control Board has decided to allow the following:
Where the t-nut is removed from the floorboards of the stock and super
stock cars, a recessed area that you can fit the washer and nut into for
the carriage bolts remains on the top of board. This area can now be
enlarged to allow the washer and nut to fit so the weight will lay flat on
the board. It may be enlarged only to the depth and width of the washer
and nut.
Previously this was not permitted. The instructions before were to ream
out the hole in the weight to allow the weight to lay flat on the
floorboard, but now it is permitted to open up the hole to fit the washer.

Masters
Clarifications/Corrections (04/29/2004)
All drivers must have their helmets strapped on snug/tight before entering the
cars. The helmet must remain secured until they get out of their cars.
All Masters cars must have a functional helmet cup or helmet shelf to hook to
hold the helmet in place.
Anyone sliding down in the car causing their eyes to drop below the line of
sight will be disqualified.
Beginning in 2006, you may not drill additional holes in the bottom axle
mounting plate touching the floorboard as specified in SM-6.03D. If you have
already drilled holes to mount or reduce weight, you may continue racing this
plate until 2006. The top mounting plate may be drilled to reduce weight.
Additional weight is not permitted to be mounted on top of the axle mounting
plates.
3 1/2" kingpins with bushings must be used in all Masters division cars.
All weights can be mounted with 5/16" carriage bolts - 2006 Scottie & Optional
Scottie only.
On the wood foot brace block - when using 3" elevator bolts, the nut & washer on
top of the block may be countersunk into the block to allow installation.

Bushing Notice (03/30/04)
ALL DIVISIONS/ALL CARS
Bushing Installation
It has come to our attention that bushings are being floated within excess epoxy
which means that the holes have been enlarged to accept the bushings. This is
not an acceptable practice. If this is found, the solution would be replacing
the floorboard.

2006 Scottie Ruling (03/23/04)

2006 SCOTTIE CARS (does not apply to 2004 Scottie, Optional Scottie, or Custom
Masters)
Axle mounting plates may NOT be epoxied to the floorboard. If epoxy has already
been applied, plates may be heated to break them loose from the floorboard.
Epoxied area may be lightly sanded to remove excess.

AASBD New Return Policy (02/25/04)
In order to simplify and expedite returns, we are implementing a new procedure
for return processing. If you have an item that needs to be returned to AASBD
Headquarters please follow the instructions below. If you have questions
regarding this policy, please contact AASBD Headquarters at 330-733-8723 or via
e-mail at soapbox@aasbd.org.
Please check your order and report any discrepancy and/or shortage to AASBD
Headquarters. You must call within 30 days of the receipt of your order to file
a claim.
Return Merchandise Authorization
In order to return a product to AASBD Headquarters, you must first contact
the AASBD office to request a Return Merchandise Authorization number or "RMA."
The RMA number must be clearly marked on the outside of your package upon
shipping to the AASBD. Items that are returned without an issued RMA number
will not be processed.
Must I have a RMA # in order to return a product to the All-American Soap Box
Derby (AASBD)?
Yes, you must obtain a Return Merchandise Authorization ("RMA") number within
our return policy period (within 30 days of receipt of your product). AASBD will
not accept returns without prior authorization and an RMA number. Once issued,
RMA numbers are valid for 15 days within which the AASBD must receive return
products. Customer should prominently display the RMA number(s) on the outside
of boxes containing the returned product.
How long does it take to process a RMA?
It takes approximately 2-5 business days to process and re-ship or issue
refund once the product is received.
To what address do I send return merchandise to the AASBD?
**Please make sure that your RMA number is clearly marked on the outside of
the package.**

How do I obtain a refund?
If a refund is required, the refund is always issued back to the credit card
used on that order. In the case of the initial order being paid by check or
money order, we will issue a check for the refund amount.
How do I exchange a part because of a manufacturer defect?
The item must be issued a RMA number and shipped to AASBD Headquarters for
inspection. If the item is determined to be a manufacturer defect, the item
will be replaced at the cost of the AASBD.
How long before I receive my refund?
It takes us approximately two business days to process a credit back to your
credit card and about 2-3 business days to issue a refund check.
What about restocking fees?
There is a restocking fee of 10% on all items returned for refund. We are
willing to replace a defective item. If a refund is requested instead of a
replacement we will charge a 10% restocking fee. The original shipping charges
as well as the shipping charges incurred for returning the product will not be
refunded.

2004 Rule Changes (Stock and SuperStock)
(09/08/03)
The 2004 racing season is the final season for Particle Board
Floorboards in the Stock Division. All boards must be Aspen by August 1,
2004.
Effective August 1, 2003 - Particle Board Floorboards are not permitted in
the Super Stock Division.
Effective August 1, 2004 - All cars must run the awning pulley and the keeper
block will no longer be required. See figure 5.3 for mounting
detail. Beginning October 1, 2003, an awning pulley bag will be included
in each kit.

Masters Mounting Plates (08/07/03)
The National Control Board has issued an extension on the ruling regarding the
installation of AASBD Mounting Plates. The plans state that the plates
must be installed in all Masters racers by August 1, 2003; however, to allow AA
Champs to convert their racers for the rally season, they have decided to extend
this date until August 31, 2003. All racers (including those who did not
compete in the 2003 AA) may race up to and on August 31, 2003 with their own
mounting plates. Starting September 1, 2003, all Masters division racers
MUST race the AASBD set-up.

Super Stock front axle
mounting setup (05/13/03)
It has come to our attention that we must clarify the set-up procedure on the front axle mountings (SS)to ensure safety. Refering to Step 6: Steering & Axles regarding adding up to 10 additional R washers. The Super Stock kit kingpin is 3 1/4". You may ONLY use a 3 1/4" kingpin in the Super Stock division. This kingpin length restricts your kingpin set-up. You must install the kingpin as per plan and then may add up to 10 additional R's to the set-up, but this 3 1/4" kingpin length must be maintained. Both "W" nuts must be used and threaded properly. With the proper set-up, the axle stops work properly - a 4th nut may not be added.

Altering Helmets: (05/09/03)
There are rumors that racers are carving out the Styrofoam on the
inside of the bicycle style helmets to make the helmets sit lower on their
heads. Please refer to rule C-5.02 on page 4 of the 2003 rule book:
"C-5.02 ....Also required is an official UNALTERED racing helmet in
proper racing position (helmet bill to the front, worn on driver's head, and
properly strapped)."
Carving out the styrofoam is considered "altering" a helmet.
In addition, baseball hats, bandana's, etc. are not permitted under the
helmet. The helmet must sit directly on the racer's head with nothing
in between.
Rally and Race director's as well as fellow racers, will be on the lookout
for altered helmets. If you have altered your helmet in any way, you
must purchase a new helmet from AASBD Headquarters in order to participate
in an official AASBD race.

Super Stock brake pulleys (04/01/03):
Clarification: Super Stock figures 5.1, 5.2, 5.3, 6.5A & B show
two pulleys on the steering column. Two are legal if the awning pulley is
not used, however, one is recommended (as shown on figures 7.1, and 5.3A).
If the awning pulley is used, only one pulley is permitted.

Decal Placement: (02/12/03)
There seems to be a bit of confusion regarding the decal placement
section of the 2003 plans.
The "2003 AASBD Plans Corrections & Clarifications" page
states "CLARIFICATION: The Home Depot Logo and the AASBD logo
must appear in the designated areas specified in the 2003 plans. You
are not required to re-arrange your existing decorations, however, you must
understand that your decorations in these specified areas may be covered in
order to insure proper sponsor logo placement."
The Home Depot logo is 7" x 7" square. Proper application of
the Home Depot logo is on the top of the racer (hood). When standing
in front of your car, the logo must be placed as a square, NOT a diamond.
The tradmark logo must be in the lower right corner of the decal.
You are, in no way, required to re-arrange pre-existing decoration.
The only decals that will be required this racing season by the AASBD (as of
today) are the Home Depot logo and the AASBD logo which is 3" x
3".
The NASCAR logo will not be available this racing season. If it
becomes available next racing season, the required decal will measure
1" x 7" (very small) and would go anywhere in the area which it is
specified.

Scottie Vs. Optional Scottie:
We have
received a few phone calls to the office from individuals expressing
confusion on the differences between the Scottie car and the Optional
Scottie Assembly.
The Optional Scottie is NOT replacing the current Scottie Car, it is simply
another way of assembling your masters racer. There are currently 3
different types of Masters cars - the Scottie, The Optional Scottie, and the
Custom (Stick) Masters. The Scottie is not going anywhere - you will
still be permitted to race your Scottie car in the future. The only
change that has been made is that we have given you an option of assembling
the kit in a more simplified way. The Optional Scottie simplifies the
building process and allows racers to disassemble the car to re-use it
(similar to the Stock and Super Stock cars).

2003 Rule Changes (09/25/02):
Rule 1.01
Soap Box Derby racing is open to all persons ages 8 through 17.
Eligibility to register and race is determined under these guidelines:
Stock and Super Stock Divisions: Participants must be 8 years old by the
date of their local race. Participants may race through age 17, but they
must not turn 18 years old before August 1 of the current racing year.
Masters Division: Participants must be 10 years old by the date of their
local race. Participants may race through age 17, but must not turn 18
years old before August 1 of the current racing year.
Rule C-2.03
The divisions may be selected in any order. A contestant may begin in any
division, and may return to previous divisions until all three divisions have
been won (age restrictions enforced).
Rule C-2.04
If a car has participated in an All-American Local Championship in Akron, the
car, nor any part of the car, will not be permitted to race in another Official
Local Soap Box Derby race.

2003 Rally Rule Changes (09/27/02):
On Wednesday (09/25/02), we notified everyone on the mailing list that a new
rule had just been approved that stated that racers may continue racing in their
local races until all three local divisions are won.
The same rule has just been adopted for Rally racing as well:
Rally racers may continue racing (age restrictions enforced) until all three
divisions have been won (rally champion).
***As always, if divisions are changed throughout the season, all previously
earned points are void.
Keep in mind: If you would like to be a rally champion in a division that you
have not been a local champion, you MUST compete in your local race in that same
division in order to qualify as a rally champion.
